  • File with the Secretary of State: On November 3, 2025, we filed the petition, marking the start of the one-year circulation period (Page 14: Constitutional Amendment). The Secretary of State reviewed and approved the petition, allowing us to begin collecting signatures.
  • Legal Compliance: The petition adheres to South Dakota’s requirements, including a clear title and text, and was submitted at least one year before the November 2026 election, as mandated by state law.

  • Signature Goal: We need 35,017 valid signatures, equal to 10% of the votes cast in the last gubernatorial election, as set by the South Dakota Secretary of State (Page 14: Constitutional Amendment).
  • Circulation Period: We began collecting signatures on November 3, 2025, after filing the petition, and have until May 5, 2026, to gather them. SEAL SD kicked off the campaign at the Liberty Forum on April 19, 2025, in Rapid City, rallying attendees to sign and volunteer (Page 22: Thank You to Liberty Forum Attendees).
  • How We’re Doing It: Volunteers are gathering signatures at community events, farmers’ markets, and door-to-door across South Dakota—from Sioux Falls to the Black Hills. You can also sign online or at local businesses displaying SEAL SD posters.

Once collected, the signatures must be submitted to the Secretary of State for verification to ensure they meet the requirements:

  • Submission Deadline: We’ll submit the signatures by May 5, 2026, the final deadline to qualify for the November 2026 ballot.
  • Verification Process: The Secretary of State will verify that all signatures are from registered South Dakota voters, using a random sampling method to check validity. To account for potential invalid signatures, we’re aiming to collect 45,000 signatures to ensure we exceed the 35,017 minimum.
  • Outcome: If verified, the Core GRT Plan amendment will be placed on the November 2026 general election ballot for South Dakotans to vote on.
