The plan eliminated all property taxes, replacing them with a 5% Gross Receipts Tax (GRT) on business revenue, raising $3.6 billion to fund roads, schools, police, and courts. Across Pennington County, however, whispers turned to roars. The county officials squandered funds on pet projects, ignoring potholed roads and underfunded schools. Under the old system, they’d just raise property taxes, forcing families to pay or lose their homes. But with the GRT, the game changed. The people held the power.
